    TCA Vision 21, Inc. hired the Center for Economic and Community Development
at the College of Oneonta
in September 2001. The Center focused on the Town and
Village of Bainbridge, Town and Village of Sidney, and the Town and Village of
Unadilla. The project will include a variety of information gathering methods
including community surveys, downtown merchant surveys, interviews with elected
and appointed public officials, interviews with business leaders, and analysis

What is TCA Vision 21, Inc.?

Vision 21 was started in 1996 as an "all-boards" meeting of local organizations to facilitate better communication and coordination between organizations in the Sidney, NY area.  In the years since, Vision 21 has grown to become an organization of individuals and organizations in the Tri-County communities of Bainbridge, Sidney, and Unadilla committed to making the Tri-Town area a better place to live.
TCA Vision 21, Inc. obtained its not-for-profit 501(c)(3) status in 1998 with the following Mission Statement:  "To promote economic diversification and enhance the quality of life, positioning the Tri-County apex for growth and prosperity.  We will work to attract and retain people and businesses in this Tri-Town area."
In the fall of 1998, Vision 21 presented the results of a needs assessment study, conducted by the Center for Economic and Community Development at the State University College at Oneonta, for the Sidney area.  The study identified a number of the perceived strengths and weaknesses of the area and highlighted areas that needed improvement.  The most notable result of the study was the degree of commitment in the community to work for a better future. 
Realizing the interdependence of the three communities of Bainbridge, Sidney, and Unadilla and the need to take concrete steps to plan for the future, TCA Vision 21, Inc. and the Towns and Villages of Bainbridge, Sidney, and Unadilla have contracted with SUNY Oneonta's Center for Economic Development and Carlson Associates to develop Comprehensive Master Plans for each community as well as a Regional Economic Development Strategic Plan for the combined Tri-Town area.
TCA Vision 21, Inc., meets monthly and has 8 standing committees ranging from Quality of Life to Government.
